Muhammad Khalil-ur-Rehman
Chief Executive Officer
Muhammad Khalil-ur-Rehman is the Chief Executive Officer and Accountable Officer of Oakswood College, responsible for institutional governance, regulatory compliance, and overall academic and financial performance.
As the College's designated Accountable Officer, Muhammad ensures that Oakswood College operates effectively, sustainably, and in accordance with the requirements of the Office for Students (OfS) and other regulatory bodies. He is committed to widening participation, enhancing student outcomes, promoting educational excellence, and creating opportunities that enable students to succeed academically and professionally.
With more than 20 years of leadership experience across higher education, further education, financial services, and other regulated sectors, he has successfully led institutional development, organisational transformation, academic enhancement, and partnership growth initiatives in the United Kingdom and internationally.
He works closely with the Board of Governors, Senior Management Team, academic partners, employers, government bodies, and other external stakeholders to ensure that Oakswood College delivers a high-quality educational experience and achieves its strategic objectives.
He holds an MBA in International Business and a BA (Hons) in Marketing and is currently pursuing Principal Fellowship of Advance HE (PFHEA). He has undertaken extensive professional development in higher education leadership, safeguarding, teaching and learning, assessment, and quality assurance.
He has extensive expertise in higher education leadership, institutional governance, quality assurance, regulatory compliance, curriculum development, programme delivery, strategic planning, and student success. Throughout his career, he has established strategic partnerships with universities, employers, government bodies, and external stakeholders while leading educational initiatives across diverse and cross-cultural environments.
His professional interests include educational research, leadership, and organisational development. He is a co-author of an eBook on Teacher Burnout and has authored a research paper exploring cultural differences and performance management, reflecting his continued engagement with contemporary challenges in education, workforce development, and organisational effectiveness.
His international experience includes senior academic leadership roles in Saudi Arabia, where he contributed to programme delivery, curriculum development, and academic quality enhancement. He also led the delivery of strategic education and training programmes and managed education contracts with the Saudi Ministry of Defence in the United Kingdom. This international experience has strengthened his strategic perspective on higher education, cross-cultural learning, and international partnership development, informing his leadership of Oakswood College.
